Verifies any issuer's signed x402 offer or receipt (a compact JWS): structure, the signature against the issuer's did:web key, and liveness. Returns a verdict with every check named. With public_key_hex supplied the check runs fully offline. Free; the method is MIT-licensed and identical to the published verifier.
